Abstract

This work presents a two-level optimization framework for the execution of public transport service with electric connected and automated shuttle buses. This work considers two levels of planning: the strategic problem determines the minimum fleet size, considering an average transport demand and minimizing under-utilized travel; the tactical problem, based on the shuttle bus fleet defined at the strategic level, determines the assignment of shuttle buses to transport services by incorporating detailed routing constraints and energy dynamics across the network. Both problems are formulated as integer linear programming problems and solved using MATLAB Optimization Toolbox. A case study based on a realistic network scenario evaluates the performance of the framework. The results demonstrate how the two-layer approach enables effective fleet sizing, while the tactical solution provides task allocation by ensuring energy feasibility and operational efficiency.
