Abstract

This paper investigates the legal challenges asso- ciated with optimizing passenger door-to-door (D2D) journeys within the European Union, specifically in light of the EU’s four-hour travel objective. By analyzing a real-world case study, it becomes evident that excessive waiting times, particularly in the Kerb-to-Gate (K2G) and Gate-to-Kerb (G2K) segments, constitute major barriers to achieving this target. The core hypothesis is that significant efficiency gains may be realized through enhanced data-driven coordination, provided that the relevant legal requirements—especially those under the General Data Protection Regulation (GDPR)—are duly observed. Accord- ingly, this paper focuses on data classification, legal permissibility, and the practical implications for intelligent transport systems, culminating in a GDPR-based traffic light system for assessing the admissibility of data processing operations
