Abstract

综合水运是长江经济带和外贸的基础,对促进长江沿线经济发展和对外贸易发挥了重要作用。为增强指标体系建设的客观性和全面性,打破目前仅围绕港口运输设定指标的研究局面,正在构建从港口运输、水路运输为起点的多层次水运综合评价指标体系。采用熵法客观地得到指标权重,建立了一种基于理想解相似度阶次偏好技术的水输水质量和效率评价方法。利用江苏省部分水运数据验证了评价方法。所得结论与实际情况一致,证明了所建立的评价指标体系和评价方法模型的可行性。本研究为未来水上综合交通发展及其他综合交通系统规划提供了研究思路和理论依据。
